Capcom didn’t specify where the 2 million CDs went, but we’re guessing a good amount went to Japan. On the brightside, retailers bought up most if not all of Capcom’s supply of SF4 so they don’t have a bunch of copies sitting around their warehouse. Did you go out and buy the game yet?
